Your Opportunity

This is a career opportunity for a Principal level cultural resources professional to lead an accomplished and growing archaeological, tribal, and historic resources team with a Southern California and Hawaii region focus. Leading delivery and business development for technical studies, National Environmental Policy Act/California Environmental Quality Act (NEPA/CEQA) documentation, and project permitting for a wide variety of private and federal, state, and local government clients in the western U.S. The individual will lead cultural resources projects and selected business development opportunities and provide successful and independent management of archaeological and historical resources projects, including direction of large technical and field studies and assembly, supervision, and direction of a cultural resources team.

Your Key Responsibilities

• Serve as technical resource lead and/or principal investigator for cultural resources investigations involving varying levels of constraints, study requirements and documentation. Diversity of project types with an emphasis on electrical transmission, renewable energy generation, oil and gas, and water.
• Manage cultural resources projects/tasks. Project management responsibilities include file management, coordination and oversight of safety requirements, subconsultant management, team coordination/meetings, delegation and oversight of technical tasks, assisting in preparation and review of deliverables, client interfacing, project progress monitoring, and invoicing. On-call contract management experience for private and/or public sector clients is an asset.
• Supervision of other professional staff including providing direction for work assignments, review and collaboration on deliverables, performance reviews, and career development advocacy.
• Pursue and obtain new cultural resources business opportunities, prepare effective technical proposals, and take an active leadership role in the development of new business with new and existing clients with an emphasis on Southern California and Hawaii geographic markets.
• Develop a working understanding of Stantec’s other consulting business lines and actively support cross-selling other services to clients.
• Maintain a high professional profile externally through membership in professional organizations, continually increasing client contact bases and serve in a client-facing and internal-facing leadership position for Stantec.
• Maintain a 50-60% direct project utilization goal.

Qualifications

Your Capabilities and Credentials

• Professional writing, problem solving, and communication skills. This role requires effective in person, tele/video conference, and written communication with direct reports, colleagues, clients, regulatory agencies, the public, and subconsultants. The successful candidate for this position is routinely expected to plan, lead, and document such communications.
• Experience leading and conducting Phase I and II Cultural Resource Surveys in California. Experience in other southwest states and Hawaii is an asset.
• Proven experience of Determinations of Eligibility for National Register of Historic Places and California Register of Historical Resources.
• Impact Assessment of Project Alternatives on Cultural Resources. Section 106 and 110 (NHPA) Consultation.
• Experience preparing and leading the preparation of NEPA/CEQA cultural and tribal resources impact analyses. Experience with local historic registers/guidelines and other state environmental protection acts are assets.
• Memoranda of Agreement and Programmatic Agreements.
• Data Recovery and Monitoring Plans.
• Historic Property Treatment Plans.
• Ethnographic Research.
• Native American Consultation.
• Native American Graves Protection and Repatriation Act Consultation.
• Lead for Construction Monitoring Coordination and Field Coordination.
• Knowledge GIS/GPS and ability to direct others to record and create maps in GIS.
• Registered Professional Archaeologist preferred.
• Valid driver’s license and good driving record required.
• Prior to employment with Stantec, this position will require the successful completion of a physical and drug screen.

Education and Experience

MA/MS in cultural resources or archaeology, especially California archaeology. Demonstrated expertise in the application and interpretation of California and federal laws and regulations for large and complex projects. Minimum 10 years supervisory, management, and team-oriented experience in cultural resources consulting.

Typical office environment working with computers and remaining sedentary for long periods of time. Field work may include exposure to the elements including inclement weather. Ability to lift and move items and equipment up to 50 lbs.
